To ensure prompt, standardized responses to sudden environmental pollution incidents during operation, enabling timely containment of pollution spread and securing safe production.

Formulation Basis
Formulated in accordance with Interim Measures for the Administration of Emergency Response Plans for Sudden Environmental Incidents (Huan Fa〔2010〕No.113), Shanghai Environmental Protection Regulations, and the company’s actual production conditions.
Range of Application
Applicable to prevention and emergency disposal of all sudden environmental incidents.
Prevention and Early Warning
Environmental Hazard Source Analysis
The company is located in Zhangjiang High-Tech Park with no surrounding environmentally sensitive areas and no pollution hazard sources on-site. Mechanical injury or electric shock risks may occur in hardware laboratories and power distribution rooms during hardware testing.
Prevention Measures
Any abnormalities shall be analyzed and verified immediately. Once an incident is confirmed, immediate reporting and early warning activation are required.
Early Warning & Countermeasures
Follow guidance from municipal environmental authorities, strengthen daily inspections and full preparedness for pollution emergencies. Upon early warning activation:
Launch targeted emergency plans immediately;
Issue official early warning notices;
Evacuate and properly resettle endangered personnel;
Mobilize emergency teams for monitoring and real-time situation reporting;
Enclose restricted areas and suspend high-risk operations to curb hazard escalation;
Deploy emergency supplies and equipment to guarantee support capacity.
Applicable to all activities concerning the prevention and emergency disposal of sudden environmental incidents.
Emergency Response
Incident Reporting Procedure:
Upon detecting a sudden environmental pollution incident, the person in charge shall immediately report to the Company Safety Officer and notify local competent authorities without delay.
Command & Coordination
An Environmental Emergency Command Headquarters will be established as needed to guide and coordinate the response to sudden environmental pollution incidents. Relevant departments involved shall promptly proactively provide basic emergency rescue data to the Headquarters.
Core Command & Coordination Responsibilities
Define general principles for on-site emergency operations;
Engage professional experts to participate in on-site emergency command;
Coordinate multi-level and professional emergency teams to deliver support;
Arrange monitoring of hazard sources in surrounding threatened areas;
Organize the setup of on-site warning zones and traffic control, and define key protection areas;
Timely report emergency progress to local governments and higher competent authorities.
Information Sharing & Management
After an incident, the site shall be properly secured. All information regarding the incident’s details and scope shall be uniformly released, reported and feedbacked by the Environmental Emergency Command Headquarters.
Conclusion of Emergency Response
The Environmental Emergency Command Headquarters shall confirm and issue the official termination order for emergency operations.
Upon completion of responses to sudden environmental pollution incidents, relevant departments shall conduct thorough reviews, analyze root causes, draw lessons from the incident and implement timely rectification.
Professional teams shall evaluate the effectiveness of emergency plans and procedures, the practicality of emergency equipment, as well as personnel competency and response speed, and propose revisions to the emergency plan accordingly;
Publicize emergency laws & regulations, together with general knowledge on prevention, risk avoidance, disaster evacuation, self-rescue and mutual rescue protocols.
